This track keeps the same protocol logic in plain operation but removes dependency on global debt migration. It is the practical first rollout for consumer wallets, payment paths, and merchant settlement.

Launch a consumer-ready money rail based on fixed shares, deterministic transfers, and explicit burn/redeem behavior without waiting for global sovereign transition coordination.

Everyday wallet users, merchants, processors, and a controlled operations authority enforcing protocol rules during initial rollout.

Output

A usable payment network with stable share accounting, clear ledger traces, and auditable fee/burn logic under a simplified governance topology.
